USAID provides the primary funds for the GLP. 
Academy for Educational Development (AED)AED is committed to solving critical social problems in the areas of health, education, youth development, and the environment in the United States and throughout the world through education, training, social marketing, and policy analysis. As part of this mission, AED is responsible for designing, implementing, and managing the Global Learning Portal.

Committee for Economic Development (CED)CED is non-profit, non-partisan business led public policy organization. GLP signed a MOU with CED in 2009 to foster efforts to expand business engagement and advocacy for the Africa Education Commons (AEC), to bring business thinking and involvement to the GLP Alliance and to identify opportunities for CED and its counterparts to expand African engagement, education advocacy, and membership in the International Private Sector Business Network. 
Commonwealth of Learning (COL)COL is an intergovernmental organisation created by Commonwealth Heads of Government to encourage the development and sharing of open learning/distance education knowledge, resources and technologies. COL is helping developing nations improve access to quality education and training. 
Waterford Research InstituteThe Waterford Institute began with one man's vision more than 30 years ago.
