National Web Portals for Education: Lessons Learned fro Afghanistan and Zambia

The Global Learning Portal (GLP; www.glp.net) was established in 2002 to pursue how use of the internet could help educators and related stakeholders communicate and share resources, especially in service of the UNESCO Education for All goals. GLP implementation in Afghanistan has been successful in part because of careful alignment with national needs and government interests and a practical approach that incorporates procurement, training, and tailored content development. It was developed as a key feature of an ongoing project, with staff dedicated by the project and the GLP to develop and foster its success as a project tool. In contrast, the Zambia portal project was implemented by staff from an unrelated project, with a policy focus and lack of GLP-dedicated staff.
