Guide to Measuring Information and Communication Technologies (ICT) in Education

The UNESCO Institute for Statistics is member of The Partnership on Measuring ICT for Development. This organization, following the World Summits on the Information Society (WSIS) in Geneva (2003) and Tunis (2005), led an initiative to develop indicators on ICT use in education. This process has now borne fruit in a comprehensive guide intended to address policy needs at national and international levels.

The guide gives background to the development, provides an excellent literature review, and then proposes and describes a set of indicators and definitions compatible with ISCED (International Standard Classification of Education).

The guide states that it "is designed to assist Members States in developing their capacity and monitoring national goals in this area. Its aim is also to set standards in a rapidly-changing field where technologies induce the use of new devices, different norms and procedures for teaching and learning. In consequence, the UIS will produce systematic revisions to this guide in order to reflect such technological evolvement."
